Sage Policy Group Submits: An Analysis of Four Strategic Sites in Cumberland, MD–A more in depth look at strategic plan recommendations

February 2016

Public charette held to vet street concept options

March 2016

McCormick Taylor: Online survey conducted to determine public opinion on street concepts (over 500 participants)

April 2016

McCormick Taylor Submits: City of Cumberland Strategic Opportunity Sites Study: Baltimore Street Preferred Alternative Investigation

July 2016

Mayor and City Council accepts McCormick and Taylor plan to open both ends of the mall and proceed with design phase

August 2016

Baltimore Street Design Committee formed to function as a guide for the engineering firm that will be chosen to provide the final design and engineering work. Includes representatives of relevant departments who meet monthly.

October 2017

Professional services proposal by EADS accepted for New Baltimore Street Town Center Project

February 2018

Concept No. 4 approved for redesign of Baltimore Street, providing upgrades to pedestrian portion of Baltimore Street including one-way traffic, staggered parallel parking and no bike lane

July 2018

William Cochran of Cochran Studios hired as project designer

November 2018

Public Participation Event – Reimagine Downtown Cumberland

Cumberland Economic Development Commission (CEDC) announces new Baltimore Street plan by William Cochran

April 2019

Incorporation of Cochran Design elements into New Baltimore Street Town Center Project approved

Sole Source professional services agreement with Cochran Design approved

Baltimore Street Work Group of collaborating organizations formed and begins to meet weekly to oversee the project planning, marketing, and general oversight of the project

Extension of Cochran contract approved

Final project renderings approved and virtual public kick-off of project

Project goes out to bid

Project awarded to selected contractor

Approval of final project plans by government entities
